A Russian antitrust agency has ordered Google to stop pre-loading its own apps on Android devices by Nov. 18. In addition, the agency has begun an administrative case against the search giant, a process which could result in fines of up to 15 percent of the company’s revenue from bundled apps in 2014.

“To restore competition on the market, Google should amend agreements with mobile-device producers within a month and exclude the anticompetitive clauses that limit installment of apps and services by other developers,” Russia’s Federal Antimonopoly Service said.

Antitrust regulators from the European Union and the United States are also reportedly investigating Google’s Android practices.
