Citing unnamed “people familiar with the matter,” Reuters is reporting that the EU is very close to levying another record fine against Google. The news comes on the heels of a record-setting $2.7 billion antitrust fine related to the company’s search practices. This second fine would stem from charges that Google was abusing the dominance of its Android operating system to stifle competition in the mobile development industry. Specifically, competitors complain that Google requires mobile operators to install Google apps like Search and Chrome when they install Android, which makes it difficult for competing apps to gain users.

The European Commission (EC) is said to have established a panel of experts to give a second opinion in the case.

Neither Google nor EC issued a comment on the story.
