Russia's Federal Anti-Monopoly Service has fined Google 438 million rubles ($6.75 million) for breaking its antitrust laws by requiring Android device manufacturers to pre-install Google apps on their devices. By law, the amount of the fine represents a share of Google's local revenues—somewhere between 1 and 15 percent of what Google generates from Android in Russia.

Google says it will study the fine decision before determining its next course of action. The company was previously ordered to change its agreement with Android device makers, an order it appealed.

Russian regulators say they are in settlement talks with Google.
