Staffers, Volunteer Developers Built Romney's Failed Orca Software

In the days after the election, many observers laid some of the blame for Romney's defeat on Project Orca, a mobile Web application designed to show campaign workers which Romney supporters had or had not voted. On election day, the system didn't work as advertised, leading some conspiracy theorists to wonder if Obama supporters had infiltrated the IT consulting firms that built Project Orca and purposefully sabotaged it.

A new article from Ars Technica says that couldn't have been the case because Romney's campaign didn't hire any outside IT consultants to help with the application development process. The article claims, "The truth, according to sources familiar with the matter, is that the applications powering Orca were developed by an internal 'skunkworks,' one made up of both campaign staffers and volunteers—not by a big-name consulting firm."
