European Commission Wants to Mandate Openness

Technology companies that want to do business in Europe will have to be more open.

European Commission Vice President for the Digital Agenda Neelie Kroes is pushing for a major overhaul of IT standards and regulations.

If Kroes has her way, dominant companies will be forced to provide interoperability information about their products and to declare embedded intellectual property in proposed standards.

Andrew Charlesworth of Computing reported:

"I had to fight hard and for several years until Microsoft began to license missing interoperability information," said Kroes, referring to the bitter legal battles which as Competition Commissioner from 2004, she engaged with Microsoft over interoperability in server products and browser choice in the Windows operating system.

Kroes said that the Commission shouldn't have to launch an "epic" anti-trust case every time software lacks interoperability.
